I tried all steps except step 5 "windows update standalone installer" and it is ok when "windows update" is stopped. When I stopped the windows update service using Windows Task Manager CPU usage then went down to under 10% even with other applications running. This issue is so severe that the total amount of RAM used by the svchost.exe (netsvcs) process goes even beyond 50% with the passage of a small amount of time and I tried many suggestions including the processes on this page, but nothing fixed it.

It helped! Even after reinstalling windows 7 twice, it still was running at 80-90% usage on idle. To do so: Right click on the Task Bar, then select "Task Manager". If the "svchost" high CPU usage problem persists, continue to the next step. Run Task Manager on a client and filter the running processes by the memory use in the Processes tab. Disabling wauserv did the trick.
